Hon. Nelia B. Balaoro message 250th foundation anniversary

   Warmest greetings to all the people of Sto. Domingo on the occasion of our Annual Town Fiesta in honor of Our Lady of the Most Holy Rosary and the 250th Founding Anniversary of the Municipality.
    As we now face the challenges of the new millennium, we have chosen a very appropriate and inspiring theme for this event: "Sto. Domingo 250 Taon Ka na - Su nakaagui romduma; An maabot tanawa." (look backward, look forward)
    Interestingly noteworthy, it sends a loud message to all the Domingueños to look back and consciously re-examine and learn from the past even as it behooves in us to look forward and join hands in order to achieve our cherished aspirations to make our municipality vibrant and progressive.
    The march to economic advancement and growth has not without its attendant difficulties, ardious tasks, sacrifices and responsibilities. But with my administration's relentless effort, dep commitment, firm dedication and determination alongside with our people's deligence, industry, unity and mutual cooperation, there's no doubt that bright future looms ahead of us.
    Let this occasion therefore marks our rebirth from years of slumber and apathy.
    Let this be the new beginning of our continuing struggle to transform our dreams into reality.
    Finally, let this affair serve as renewal of our faith and commitment to God, ourselves, family, community and beloved country.

EXECUTIVE SUMMARY

Clean and Green Program

Focus of Assessment

    The RSC members focused their field assessment and validation of the built up area of the town. These include the municipal building and its premises, the poblacion major streets and its canals and drainage, the public market and public toilets, including slaughterhouse, public dumping site, beach resorts, nursery and other public facilities of the municipality.
    The team also took note of the waste processing program of the municipality which produces organic fertilizer for the farmers use in support of food production. a shredding machine and hammer mill are now in full operation to process biodegradable waste materials into fertilizer. In the public market wet section there exist and installed a liquid waste filter tank. It has filtration chambers where water passes thru before finally drained out.
    Other areas of assessment by the RSC are the support system provided by the municipal government to the Clean and Green program and the level of private sector participation in the general cleanliness and greening drive.

Assessment Methodology

    The RSC members conducted their field assessment and validation by acually visiting and travelling thru the entire buil-up areas of the town. All the major public facilities such as the public market, slaughterhouse, dumping site, public parks, primary roads, the municipal building and its premises and others were inspected by the team members.
    The building which houses the shredding machine and hammer mill at the nursery site in barangay Fidel Surtida was also visited by the RSC to see its actual operation.
    The RSC and DILG Staff likewise conducted a dialogue with Mayor Nelia A. Balaoro and the Local functionaries to validate their accomplishments on the program and know their on-going and proposed projects on the cleanliness drive.
    Documents and records on their accomplishments were throughly and analyzed by the RSC members to determine the possible gaps between actual and planned targets. These were the budget, plan, SB resolution and ordinances and other administratives issuance's from the local chief executive in the implementation of the team by visiting the actual sites or locations.

Assessment Findings

     The whole buil-up areas are generally clean. There are no unsightly posters ads, graffiti, old and decaying structure and abandoned junks along the streets. Open spaces idle or uncultivated lands are non-existent. Junction approaching the town have been beautifully landscaped.
    The public toilets at the public markets, public plaza and abbatoir are well-keep and clean duly provided with water, soap and hand towel. The same with the public market and slaughterhouse. The filter system installed in the market is simple yet very effective that waste water after passing the 3 chambers can be reused for watering plants or flushing.
    Trash receptacles are installed in strategic places along the streets, markets park and other public buildings with distinct color for degradable and non-biodegradable. Garbage collection is regular. A garbage truck and a trailer are being used to collect waste materials.
    All the beach resorts are operating and well-managed. Their general cleanliness are well-maintained. Local and foreign tourists frequent the Sto. Domingo beaches to savor the sea breeze and cavort in the shallow shores. The European Blue Flag system has been installed in 5 resorts by DOT Secretary Gemma Cruz-Araneta to signify that the water quality in the beaches and pass the criteria. The first of this kind all through out the country.

Support system

     The Clean and Green program and waste management have been integrated in the operation of the LGU. The LCE directly supervies the operations of its public market, abattoir and the parks and plaza.
    The manpower complement of the garbage collection program are one(1)driver, four(4) laboreres/sweepers, two(2) utility/laborere and two(2) casual laborer to augment the crew.
    The LGU has only one(1) service truck and trailer for garbage collection in the event that it is not available private trucks are hired. Cleaning tools and equipment are provided while garbage receptacles are strategically stationed in public places and in streets which now doubled in number than before.
    The costs of operation and maintenance of these projects are included in the annual budget of the municipal government which amounted to 751,848.00 pesos.
    The program and its related components are also integrated in the 1998 Annual Development Plan of the LGU, as follows:

  • Solid Waste Management P120,000.00

  • Bantay Kapaligiran at Pamayanan P200,000.00

  • SPES P60,000.00

  • Nursery Operation P 95,000.00

  • Watershed Development P 30,000.00

Amounting to P 505,000.00 pesos
